Meant for carrying the standard folding US shovel, which is available separately. 

Has two ALICE clips on the rear for attaching to any compatible load bearing system, though it was originally intended to go on a ALICE belt.

All are manufactured by various US Government contractors, but most seem to be Unicor or Dallas Lighthouse for the Blind. Dates will vary from the 1980's to 2000's. Colors will also vary somewhat, but they are all one shade of OD or another.
